The recommendations contained in paragraphs 154 and 160 of the Salaries Commission Report relating to leave and passages of European expatriate officers have now been approved by the Secretary of State.

2. With effect from 1st January, 1948, expatriate officers on the permanent establishment domiciled in Europe, Canada, Australasia, South Africa and certain other countries, will be eligible for free passages after every four years resident service and leave at the rate of one day's leave for every seven days resident service until they attain the age of 10 and have also completed 10 years service. Thereafter such officers will be eligible for free passages after every 3 years resident service and leave at the rate of 2 days leave for every 11 days resident service.

3. In lieu of the existing rules and with effect from a date to be determined on the merits of each case expatriate confidential assistants on the permanent establishment will be eligible for overseas leave, casual leave and passages in accordance with the rules applicable to other officers on the permanent establishment.

4. The above modifications to the existing rules apply to all officers whether they have opted for the revised terms of service or not.

5. This circular must be read in conjunction with General Orders 172, 175, 176, 187(1) and (5), and 197(1) and (17) which will be amended in due course.
